We included "week" 5 in week 4. Basically, our week "ranges" are:
Week 1: Days 1-7
Week 2: Days 8-14
Week 3: Days 15-21
Week 4: Days 22-31
(cron doesn't allow us to literally say "second monday", so the date range was the best we could do)
