Encrypted Catalina not booting?

I can't seem to get my SD copy of a FileVault Catalina to boot. It hangs at the Apple logo with no progress bar. What am I doing wrong? I believe I have followed all your instructions.

1) Created NOT encrypted empty APFS volume.
2) SDed running FileVault system to new volume.
3) Booted to copy.
4) Turned on FileVault, waited for completion of encryption.
5) Reboot to now FileVaulted copy - Hangs at Apple Logo - No request for user/password.

PS. I FileVaulted both original and copy using AppleID not generated code.
