I don't think it's going to let you migrate from the backup (because it's a newer OS version), and certainly you can't do a direct-install "downgrade". It's really unfortunate that she did a backup and overwrote her "safety net"...
You may be able to migrate just user files, post startup, from the backup. But that's not going to bring over the applications. Kind of no matter what you do here it's going to be a bit painful...
