EVALUATED vs COPIED files
911,000 files were evaluated and 881,000 files were copied per SD. A bootable drive appears to have been created. Why the discrepancy in the number of files? Which files were not copied?

Temporary files, swap files, some system caches and the like. But for the high number of files, my guess: you have a "dead folder" in /Volumes that was the result of a failed drive at some point.

Does that mean I should be confident that the SD Bootable drive has all of the files that I "really" need? Is there a way to see which files were evaluated but not copied?

Yes, you can be confident of a successful copy that's booting as expected...
