This is the volume tracking file from backup on connect. It's consciously placed in ~/Library/Caches/TemporaryItems, because that's cleared when you log out (unlike /tmp files). It's only placed in Recovered files (who knows why, since it's *obviously* a temporary file) when you log out or restart your Mac.
Really - I would not worry about it. (It's not related to 'applet'.)
