You can't easily do this, Peter. It's one thing to restore a few files from your backup, but it's another to try to move in your whole Home folder: since you'll be logged in as that user, many files will be "busy", etc.
Instead, what I'd suggest is making a *full* copy of everything, then doing your clean install and using the Migration Assistant -- which comes up at first boot -- to migrate your files and applications to Tiger. Alternatively, why not just upgrade after making a backup?
